1. Context and challenges of the assignment

As part of a programme to modernise and streamline its information system, our client, a major player in insurance and social protection, wishes to reduce the technical debt of its KELIA environment.

Over the years, numerous specific developments and customised interfaces have been built around the software package, progressively increasing the complexity of its architecture, maintenance and evolutions.

The aim of the project is to streamline the existing interfaces and favour the standard functionalities and flows offered by the publisher Kapia RGI, whilst guaranteeing the continuity and reliability of business processes.

The assignment takes place within a complex functional and technical environment, requiring an in-depth knowledge of the KELIA software package, its data model and savings and pension management processes.

2. Assignments and responsibilities

Reporting to the business analysis project teams, the consultant will work on functional analysis, the definition of target solutions, the specification of interfaces and the qualification of evolutions.

Analysis of the existing system and gap analysis

  • Analyse the business processes and specific interfaces currently in place around KELIA.
  • Identify the gaps between existing specific functionalities and the standard functionalities of the software package.
  • Assess the possibilities of replacing specific developments with KELIA's native mechanisms.
  • Identify the functional impacts and any adaptation needs of peripheral systems.
  • Contribute to defining the convergence path towards the publisher's standard.

Data analysis and mapping

  • Analyse the data flows linked to management operations and, in particular, to the generating events relating to collections.
  • Establish the correspondences between the data present in the files feeding the ODS (Operational Data Store) and that produced by KELIA's standard interfaces.
  • Carry out the functional mapping and data transformation work required to feed downstream systems.
  • Ensure the consistency, completeness and traceability of data as part of the transition to standard flows.

Specific scope: around 120 generating events feeding a data model made up of 37 tables.

Functional specifications

  • Gather and formalise functional requirements in collaboration with business and technical teams.
  • Draft the detailed functional specifications required for the implementation of the target interfaces.
  • Formalise the business rules, correspondence and data transformation rules.
  • Produce the specifications intended for the development teams of the interface application component.
  • Ensure that proposed solutions are aligned with KELIA's standard functionalities.

Qualification and functional acceptance testing

  • Define the functional qualification strategy for evolutions.
  • Develop acceptance test scenarios and build the data sets required for testing downstream systems.
  • Check that the flows produced comply with the functional specifications.
  • Check for the absence of regression on existing management processes and contracts.
  • Analyse anomalies, ensure their follow-up and contribute to their resolution.
  • Take part in the functional validation of the solutions implemented.

Coordination and monitoring of work

  • Act as the interface between business teams, business analysis, IT delivery and the project's various contributors.
  • Organise and run the working workshops required for the progress of the analyses.
  • Monitor the progress of the work, blocking points and associated risks.
  • Ensure reporting and traceability of actions and deliverables in JIRA.
  • Contribute to securing milestones and the quality of deliverables.

3. Skills and expertise sought

Essential technical and functional skills

  • Proven expertise in the KELIA software package (Kapia RGI).
  • Essential mastery of the KELIA data model, its structures and its exchange mechanisms.
  • Significant experience in flow analysis, data mapping and application interfaces.
  • Solid experience in business analysis, functional analysis and the drafting of detailed specifications.
  • Good knowledge of personal insurance business processes, particularly in savings and pensions.
  • Experience in designing acceptance test strategies and building test data sets.
  • Proficiency in JIRA for tracking activities and anomalies.

Additional skills appreciated

  • In-depth knowledge of KELIA's internal mechanisms and standard interfaces.
  • Experience of application rationalisation projects, decommissioning specific interfaces or returning to the publisher's standard.
  • Knowledge of exchange architectures and ODS feeding mechanisms.
  • Ability to analyse the functional impacts of an evolution on downstream systems.

4. Personal qualities expected

  • Strong analytical ability and understanding of complex environments.
  • Methodological rigour and attention to detail.
  • Excellent formalisation, summarising and reporting skills.
  • Autonomy, organisation and sense of responsibility.
  • Team spirit and ability to work with business and technical stakeholders.
  • Adaptability and pragmatism in finding solutions.
  • Ability to challenge the existing situation and propose sustainable solutions.

5. Expected deliverables

The consultant will notably be responsible for producing the following deliverables:

  • Analysis of the existing system and gap matrix between specific developments and KELIA's standard functionalities.
  • Mapping of the flows and generating events concerned.
  • Data mapping matrices for the approximately 120 events and the 37 tables of the target model.
  • Detailed functional specifications for the interface application component.
  • Business rules and data transformation rules.
  • Acceptance test plans, test scenarios and data sets intended for downstream systems.
  • Anomaly tracking, qualification results and functional validation elements.

6. Profile sought

We are looking for a Business Analyst Project Manager / Senior Business Analyst with proven operational expertise in KELIA, able to work autonomously on complex flow and data issues.

Beyond a functional knowledge of the software package, the consultant must be able to understand its data model, identify the possibilities offered by its standard interfaces and translate business needs into specifications directly usable by technical teams.

Prior experience on a convergence project towards the publisher's standard, interface rationalisation or the modernisation of an insurance information system will be a major advantage.
